"Race to the Top" of what?

Neither George W Bush with his "No Child Left Behind" act nor Barrack Obama with his "Race to the Top" program has a clue as to what they are doing. They are wasting billions of taxpayer money on testing students, training teachers who have already been trained, and more testing the students again, yet nothing is improving. How about they stop insisting that every child in the nation has to be a in a college track - some of them just don't want to do that and you can't make them want it. We've got a bunch of bird-brains trying to run education in this country.
