It's not surprising at all. Obama has done this kind of thing a lot of times. Heck, the straw that broke the camels back for me and caused me to vote for a third-party candidate was when he went back on his promise to filibuster and vote against any bills allowing telecom immunity for the illegal warrantless wiretaps, then voted for the bill.
