At a meeting of the Republican National Committee on January 22, 2002, Karl Rove explained the administration strategy for using Americans' fear of terrorism as a political tool by saying, "We can go to the country on this issue because they trust the Republican Party to do a better job of protecting and strengthening America's military might and thereby protecting America."
