Iraqis to Self-Govern?

It is the hope of the U.S. administration that Iraqi's will soon be able to govern and tule over their own country so that we can withdraw our troops. This will probably only work when the Iraqi soldiers and police give up their allegance to old customs and local tribes.

Perhaps it ain't gonna happen...

Iraqi soldiers bit the heads off frogs and ate the heart of a rabbit as signs of courage on Wednesday at a ceremony to transfer Najaf province, home to one of Shi'ite Islam's holiest shrines, from U.S. to Iraqi control.
