One bit of information we should require from anyone wishing to purchase a gun is, "Why do you need it?" Handguns in particular are of little value in a city. In New York state snowmobilers are required to belong to a snowmobile club or pay a fee to that state for maintenance of trails and protection of property. Perhaps a requirement that pistol owners be members of a gun club where training and practice are part of the routine?
