Cutting veterans' pensions didn't come just from the GOP. According to Rep Ryan, he wanted all the cuts to come out of federal pensions, and it was Sen Murray's idea to split the cuts between federal and military pensions. Sen Murray is a Democrat from Washington state.

This is an older poster and it referred to the Republican budget prior to the negotiations that resulted in the bill that passed. I probably should NOT have posted it this late in the game as things have changed.
Looking back at the budget process, it appears that there was quite a bit of negotiation and discussion over three aspects of Federal pensions - Federal employees, military pensions and disabled military. And it looks as if the budget was passed with an eye to making some additional pension changes in the future.
