This explains a lot of the previous eight years of no oversight of the NSA from the Senate Intelligence Committee. Sen. Dianne Feinstein, who chaired it while Democrats were in the majority, says vacuuming up all our telephone records for future combing through doesn't count as surveillance. She also says it's justified. Because:

"I don't think during my lifetime I've ever seen the degree to which evil exists out in the world today," she said. "They are in my view the personification of evil."
