Although I have not studied this phenomenon, my guess would be that during the heyday of America's liberalism (1960's through the 1990's). deals were made in Congress, by Democrats, to win Republican votes on social issues. These deals probably involved locating a lot of federal government projects in the deep south. This would include military bases, federal departments (CDC jumps first to mind) and boatloads of projects (Army Corps of Engineers) and so on. It would be worth investigating this theory if I had the energy (but I don't).
