Because voting is, or should be, a fundamental right of adult citizens in the U.S., it would seem to me that if you want to require voter id at the polls, then it is the government's responsibility to make sure EVERYONE has free and easy access to voter id cards. Even to the extent that government reps go to a person's home to help them get the needed documents, if it's requested.
